  10. Transmission to UE:The Setup Response is transmitted from the SGW or AMF to the UE over the appropriate signaling channels.
  11. UE Processing of Completion Message:The UE processes the Setup Response, acknowledges the successful setup of the initial context, and configures its internal parameters accordingly.
  12. Communication Resumption:Normal communication between the UE and the network is resumed over the established initial context.
