The MSC uses location-based routing to determine the nearest alternate PSAP and forwards the call to it. The alternate PSAP then handles the call as a regular emergency call.
Once the call is transferred to the 3G/2G network, it is treated as a regular emergency call, and the user can continue to communicate with the PSAP without interruption.
